Identidade de Estrangeiro (RNE) (Rio de Janeiro)

Hello,

Can anyone confirm that I can get my Identidade de Estrangeiro (RNE) when I come to Brasil in April and take my Permanent Visa Consulate documents, from LA, to the Federal Police, to pick up the actual Permanent Visa. I have been told that I can a Identidade de Estrangeiro (RNE) card at the same time as the Permanent Visa.

What is the process to actually get the Identidade de Estrangeiro (RNE)?
