Setting Up Bank Accounts (Rio de Janeiro)

Moving to Rio later in the year and looking for advice and tips on getting a bank account set up in Rio?

I am hearing this new Foreign Account Tax Compliance Act (FACTA) is making things impossible for Americans to open up foreign bank accounts, anywhere abroad.
