Family Visit Visa (Riyadh)

Hi,
I am wanting to get my sister a visit visa to come and visit me in Riyadh.
I do not work for a company but the Royal Family. However, they seem to have no idea how to go about starting the process for a visit visa but have a guy who deals with all the official documents and iqama processes.
Can anyone help me and give me an idea on how to get started and get my sister out here for a few weeks in December?
