How to escalate an iquama processing issue (Riyadh)

Hello Everyone,
I'm posting this on behalf of a fellow expat that has recently come to the kingdom in April.
He has had now 2 medical tests and no iquama has been issued.
He has tried talking with HR, but they keep claiming the fault is of the hospital and waiting for medical results.
Without an Iquama he's really stuck.
Ideas on how to push the issue?
