no residence ID (Riyadh)

I am an Italian Psychologist married with a Palestinian man born and living in Saudi Arabia, with regular ID and job.
Now i am trying to move to Saudi to live with him... i believed it was a natural right, but obviously i was wrong: no visiting visa (every time for a different reason, now 'coz it is hajj time), no residence ID coz my husband has not an university degree(and i would care more for this, than for visiting visa, of course), no work visa coz obviously until i am not in saudi i cant find a job.
Any suggestion? I swear that after months of failed attempts i feel lost.
