Events photos: why somebody has 0 (zero) photos? (Rome)

Hi!
I would like to know why somebody who paid the Albatros fee has no photos from events?
This is very disappointing when others want to visit your profile and find no photo because no Internations photographer asked you for a photo during events..
I'm pretty sure some Ambassador or Consul will explain if there is a seniority criterium or some other reason..but I'm also sure that nothing will change ...
