Global people are more Creative? (Rome)

I came upon this article on a Harvard Business Review and thought it was an interesting discussion. Link here:

Its not really a surprise and yet it is a concern especially since whole countries like Singapore have made big efforts in the last years to try and amend the lack of creativity by inviting creatives from all over the world to conduct workshops, collaborations, exhibitions/performances, etc. Now, despite its tiny proportion, it is home to more than 50 museums and numerous cultural and artistic shows/exhibits that has made Singapore increasingly relevant as a hub for Asian culture and arts.

What does that have to do with Italy? or Rome?
Surely there is no lack of creativity with this abundance of art and history? from Renaissance to Baroque, to the Vatican, north south east west so richly diverse but the Italians and Italy today?
