Healthcare in Italy (Rome)

I'm a retired American with Italian citizenship and would like to spend several months a year in Italy. I am concerned about obtaining health insurance. Because my residence is in the USA I do not automatically quallify for Italian health insurance. Some one I met said that I can buy into the Italian healthcare for a nominal amount (3%? of income). Can I? Is there a better option?
