SELF EMPLOYMENT VISA IN ITALY (Rome)

Ciao everyone,
I am considering seriously to move to Rome. I have opened my own freelance writing business. I would like to apply for a visa to move to Italy. I am going to apply for a visa soon. One of the documents that are listed on the visa application is Nulla Osta which can be obtained from the police commissary. However, this means that they expect people to be in Italy before applying for their visa to enter the country and I am wondering if this is the case?
Did anyone have experience with this process before?.
