VISA Question (Rome)

Hello,
I am a US citizen who entered the EU on 9/9 via France. They did NOT stamp my passport. I spent 5 weeks there, two weeks in Germany and I've been in Rome since 11/28 and I'd like to move here permanently. I have secured an apartment and I am actively interviewing for ESL jobs. Currently, I do not have a VISA of any sort.
If I understand things, I need to get the following to start the process of obtaining a work VISA: a packet called a permesso di soggiorno from the post office, fill it out, get 4 passport photos, a copy of the biological information in my passport, the original passport and a marco da bolo for e.14.62. I need to bring all this to the Questra-Ufficio d'Immigrazione.
Is that correct?????
Thanks in advance:)
