Building a house (San José)

Hi. My husband and I have purchased land in a permaculture development in CR, near Orotina, and are about to begin construction of a house. We've never built a new home in the US, let alone overseas, and have no idea what the process is in CR.

We've hired someone to do a comprehensive survey of the land, and are in discussions with an architect. Do we need to find a builder in addition to the architect? What is the CR equivalent of a General Contractor to oversee the project? Is there anything in CR similar to Angie's List in the US for service professionals? Is there a particular certification or licensing the people I hire should have?
