Driving license in Costa Rica (San José)

Hi!
I read somewhere that before your 3 month visa is out, you should get a local driving license. (Mine is European and is fine for now, but i am going to live here permanently and apply for residence in Costa Rica.)
Any one familiar with this? So much paper work going on... i am just wondering if this is really necessary.
