Birthing in Santiago (Santiago de Chile)

We are pregnant with our first child and looking to move to Santiago. I'm a little concerned as it seems to have a high c-section rate (though I heard it's more elective and emergency or forced). I wanted a waterbirth in the states at a birthing center. Is this a possibility in Santiago? Any help or resources would be great! Thanks
