How to open a Bank account in Chile? (Santiago de Chile)

Hello all,
I have an expat friend who would like to open a bank account here in Chile, that includes a credit card option as the bank he's with in Ireland is closing operations.
Can any of you please guide me in the right direction? Should he just go ask a bank? He's been living & working here for a couple years now.
