What is life like in Santiago without citizenship? (Santiago de Chile)

I'm planning to move from Los Angeles to Santiago in July or August, and I will be renting a room through a friend of a friend. Once I build a solid foundation and reputation, I plan to be self-employed. In the meantime, I may need to find work. Are the alien and tax laws as restrictive in Santiago as they are in the U.S.?
