Why do people's homes look like fortresses? (Santiago de Chile)

I reside in the Las Codes neighborhood where most homes resemble fortified compounds. What are people so afraid of? What with the spiked railings, electric sliding doors, psychotic dogs, and alarm systems on everything including their cat, I've seen less security on the "Escape from Alcatraz" movie! Please enlighten me, somebody, anybody!
