International transfer from Brazil without CPF (São Paulo)

Hi all,
I left Brazil a few yeas ago but kept a bank account open, now I would like to close it and wire the remaining cash to France. Yet, my bank (Bradesco) tells me international transfers are blocked for me and that I must get my CPF "sorted out" with the receita federal. Don't know where to begin... any idea what to do?
