Bank loan to foreigners in Korea (Seoul)

Hi all,
Does anyone know whether foreigners with E-7 professional visa can get a loan from the Bank in Korea? What are the requirements and the maximum amount of money bank can give?
Also, is there some club/organization of small business entrepreneurs, or angel investors?
