Log onto Hotmail (SOS) (Shanghai)

I must have dozed off for quite a while before realizing hotmail, among others, got blocked. (is it? isn't it?)
Anyway, any advice on know-how to bypass the block is very much appreciated! And, I need to disconnect my internations account from my hotmail account as well.
