Taxes (Shanghai)

I'm trying to negotiate a package to move to Shanghai.

I'm looking at the tax rates for China, and it looks like there's a deduction for expats. Does anyone know if that deduction is per family, per person or per adult? I've also seen conflicting information about the current expat tax rates. Does anyone know the latest? Can anyone recommend a specialist in US/China personal taxes? Thanks.
