Visa Issue - Found teaching with student visa (Shanghai)

Dear all,
One of my friend found teaching English with student visa by policemen!!! Anyone of you or your friends meet this problem before? Do you know what kind of measure they will take and if it is only a fine, how much it would be??? Urgent needs for solution and advice! Thx a lot!
