17 year old by himself to study in Singapore

My son ( American - Italian ) would like to attend 11 grade High School in Singapore for the Protected content school year.
I have researched the International School and most of them do not have availability or campus. Any suggestion ?
Is government school good?
He also would like to improve his chinese language .... and probably a good way would be to live with chinese speaking person/family .
He is very independent .
Languages: English, Italian, and intermediate French and chinese.
