HDB/Condo renting policy (Singapore)

Greetings! I'm moving to Singapore coming Jul. I'm looking to rent a whole unit by myself without landlord. However, I was told that Singapore government has lately imposed a rule that all foreigners with work permit are to sub-rent the units from Singaporean/PRs only. We are not allowed to rent directly from the owner. Is this true? Does anyone here can validate this pls?

Also, pls PM me if you have any units close to Ang Mo Kio area.
