Q: EU Citizens, Permanent & Temp Residency? (Stockholm)

Does anyone have the experience of:

Being a citizen of another EU country
AND
getting Swedish citizenship OR a permanent residency permit (upphållstillstånd) after having a temporary residency permit?

...Or know the current process & time periods involved?

Can it be done remotely or is a visit to Migrationsverket required?

There seem to be changes every now and then to this process. Is there a forum or webpage that is recommended? Or any tips on easing the process for those with experience?
