Setting up a "light" business in France..... (Strasbourg)

As an American without an EU passport, I am limited to a 3 mo. tourist visa unless I find employment in the EU. I was told that it is possible to set up a "light" business (to teach English) and that by doing so I would be able to get a work visa. Does anyone know the process?
