Resident Permit for unmarried Partner - approved? (Suzhou)

Hello Suzhou Expats,

I have a case on the table, where we would like to move an Employee with his girlfriend (unmarried) to Suzhou. The Employee is provided work and resident permit.
I currently try to clarify over various channels, if its possible to get resident permit for unmarried partner in Suzhou.
So far, I have information from Agents and other people that it is possible in Shanghai but not in Suzhou.

Does anybody know about an approved case in Suzhou?

I would be interested to know about and to learn about the required documents.
