banking in taiwan (Taipei)

Hello I was wondering if anyone knew of any banks in Taipei that are exclusively in Taiwan and do not have any branches or offices outside of Taiwan.

I am looking for a local Taipei bank whose employees speak English well ( might be a stretch)

that has online banking (with English)

and can issue me a debit card. I understand getting credit cards here is really hard but would be nice to have those as well.

can anyone recommend a bank that fits the above criteria ?
