establish a small business in Tallin (Tallinn)

! am interesting in to establish my small business in Baltics, so I have some Q's:
Which is the easisest way, and how much money I need for a start?
Can I relatively easily get residence&work permit when I establish company?
Any opinions or personal xperience bout my business are welcome - I am massage therapeutist, and like to establish small massage/beauty centre/spa shop ..is it looks like good business in Tallin?
I am lookoing for informations and especially someone's personal experience from person who live in Tallin.
