Batumi (Tbilisi)

Hello,
Is there anyone here living in Batumi? We have considered Tbilisi and Batumi and I think it's going to be Batumi. I have read that there are many English speaking businesses and individuals. I would like to have an idea of the neighborhoods there. Also I am looking at flats and I see "black frame" and "white frame." Oh, and is it practical to consider driving around the black sea countries like Turkey, Bulgaria, Romania, etc. or are the roads bad/nonexistent???
