Reduced Airfare from Georgia? (Tbilisi)

My daughter called me last week and said she would like to visit me. She said her friend told her that if tickets are ordered overseas there is a significant reduction in price. Does anyone know anything about this? I'll be checking with travel an agency here in Tbilisi at some point but before then I thought someone might have some experience with this. BTW it would be from MSP (Minnesota) to Tbilisi and back again. Thank you.
