accommodation vs. wearing hijab dresscode (Tehran)

dear all
moving to Tehran this summer and my wife is concerned on wearing hijab everywhere during day to day life... so just wondered is there an area where you can not wear hijab? i mean closed accommodation area or enclave where this is not enforced? i heard there is an armenian district where Muslim rules are not strictly enforced - can you leave there and avoid dress code ? many thanks in advance for advise...
