Details on how to bring tiny dog to Tehran

Moving to Tehran (for the second time) from Canada and want to take our dog with us this time. I am looking for precise details as to the process. I've already checked the usual routes (Embassies, airport., etc.), but no one seems to have all of the information necessary. I can't take the risk of flying for 20 hours only to be told my paperwork is not in order. thank you.
