New security procedure at Ben Gurion airport (Tel Aviv)

I got this email from Ben Gurion Airport:

As one of our regular & important customers on our outbound flights from Tel Aviv we would like to inform you of the following Effective 09 March Protected content security procedure at Tel Aviv Airport was changed.
Passengers arriving to the departure level will go through a short security interview and proceed directly to the Check In counters.
No more security screening of any baggage at departure level. A new security system implemented as of this date will mean that the checked baggage will be screened in the designated area in the lower level of the airport (like in many other airports worldwide)
Due to this change bags will have to be checked in latest one hour before departure in order to ensure that they will be loaded on the flight.
Our aim is not to create any baggage irregularities or fight delays thus we will have to strictly enforce this deadline meaning our closing time at Check In will be one hour prior to the scheduled departure.
Our counter supervisors will have strict instructions not to accept bags later, in order to avoid inconvenience for you, as the baggage will not reach the aircraft on time.
