American Getting Residence Visa (Tenerife)

Has anyone recently obtained a non-working resident visa for Spain? The website of the Spanish Consulate in Los Angeles is incomplete and contradictory, with the instructions not matching the application. The link to the required form EX-00 is broken. Email requests are not answered. The man answering the phone says my questions are too complex, send an email request. It seems like it can take several months to get the FBI Criminal Record Check complete with the Apostille of the Hague. I don't have that much time before November 1st so I am coming on a 3-month tourist visa. I may apply for the residence visa for a second trip to Gran Canaria next spring. If you have obtained such a visa please let me know so I can learn how you did it.
