Order to follow to relocate in NL (The Hague)

Hi, we are two EU citizens actually living in US.
We are facing a little problem in understand what is the burocratic process we need to follow in order to relocate to The Hague.
We want to rent an apartment but they want a local bank account. We want to open a local banks account but they want a Sofi number. We want a Sofi number but they want a local address ...
Does it all make sense? For me, it does not.
What is the regular process we need to follow in order to successfully rent an apartment and open a bank account?
