starting a business (The Hague)

Hello, I am moving to The Hague with my family and want to start my own business (a small shop, importing goods from another country). Can anyone suggest me which place (town/city) be the best, how much money do I need, rent cost, tax and the process.

Also, if possible where is a good place to raise a family in The Netherlands? (child is only 3 years old).
