A dogs life in Tirana

Hi all,
I am considering accepting a position in Tirana, but before I commit I need to determine what Tirana would be like for my dog.
Are there good vets? Does a dog culture exist? Are there services such as 'doggy day care'? I am very lucky in SW London regarding a dogs life!
