Banking in Japan- Foreign Currencies (Tokyo)

hi all,

a silly query but with the challenges my Romanian bank is raising, it would never hurt to check: Do all Japanese banks allow you to open an account in USD or Euro? Apparently my Romanian bank is not allowing me to do ONLINE transfers to a YEN account (need to get to the bank for that, in person) and I am curious if I could transfer from Euro to Euro.....Sadly I can't have a YEN account in Romania to do yen to yen.
