Pass out literature on Tokyo streets?

Hello all,
I will be moving to Tokyo in December. As part of my missions work I want to distribute Christian literature to passers-by on the streets of Tokyo.

Does anyone have any experience with distributing materials on the streets of Tokyo? Is there a city counsel who will prohibit me? Or will the police prohibit me? Is it okay to do anywhere, or are there certain areas where such actions are permitted and areas where it is not?

I will not block the path of anyone, but only offer the lit to people as they walk past.

Also, I will not charge any fixed price for the lit, but I will ask for a donation of any amount to help with the printing cost. People will be free to give any amount, even if it's less than the cost of the lit.

Any advice from people who have expereince with this would be very much appreciated.

Thanks.
