which neighbourhood to choose? (Tokyo)

Hi! my family will be moving to Tokyo this summer (with two kids under 5) I am confused between Hiroo or Shoto ... but have been receiving listing of fabulous homes in Nanpedai cho. My children will attend French school, but I would like an English environment to settle down. Thanks! We don't speak Japanese and honestly, given my recent experience in Taiwan, I don't think we will embrace one more language ...
