International Experience? Overqualified for Canada (Toronto)

I've been in Canada for couple of years now and am getting fed up with the lack of appreciation here for international experience.

I have 10 years experience in PR, specializing in financial communications in the global marketplace. I've worked on countless high profile, complex transactions But, when I apply for jobs, I'm considered overqualified and my international experience is considered a deterrent rather than an asset.

I'm reaching that point where I just want to say forget it and move some place where my experience and skills will be appreciated. Does anyone else face or has faced the same problem here?
