Does Libya still rely on foreign workers? (Tripoli)

I have a friend who supplies Filipino labor, and he doesn't know how to gain names of companies or connections to their hiring managers.

The only proven method that Ihe has conveyed to me are.

1. Overseas Marketing.
2. Get Influencial people involve (like Labor Attache, people working in Foreign Affairs)
3. Merge with big companies who have worldwide exposure.

I am researching this, and am interested in connecting to people who would want to deal.
