tourist visa for Tunisia with a russian passport

Hello to everyone!

my girlfriend from Russia is coming to visit me here in Tunisia, but apparently she needs a tourist packet to get a visa, is there any other way to get a visa without wasting money with a travel agency?

I would really appreciate if anyone has any experience/suggestion to share? maybe another russian citizen could help me?
