Subscribe in Italy (Turin)

Hi all!
In October I'll move to Asti and I'd like to subscribe at the municipality. It turns out you can only do this when you have a job. Wich I don't have yet (but I'm searching).
Does anyone has experience with this?
Is it wise to keep my dutch health insurance initially?
