working in Canada (Vancouver)

Hello and am new here. I'm an American citizen currently living in Cali, Colombia. I was a former OTR truck driver in America. I want to come to Canada and drive for a trucking company.
I am told by both the trucking company and an accredited truck driving school that I must become a permanent resident. Can anybody tell me what I need to do and where and at what coast and how long will it take?
I was on the Canadian immigration site and clicked on working in Canada. I was hoping to get info on all the documents I would need but all it did was talk about how to find a job in Canada.
I want to re-locate to Canada and be allowed to work...can somebody give me step by step direction, costs, and time envolved?
