Moving to Austria? (Vienna)

Hi, I am writing this on behalf of a friend who has Austrian passport but has never lived in Austria and does not speak German. I am not sure this is the correct forum but I guess she will feel as an expat in the begining if she decides to move to Austria with her family. Do you know how difficult is it to find jobs without the German language? and does the government give any support to learn the language? Or any financial support while they settle?
