why people is unfriendly in Vienna?

Hi, I would like to know why people is so unrespectful in this city. So I came for Holidays because I like cultural things and because of the wines. I never in my life had this kind of experience, people dont want to reply in English. They are unrespectful and not nice. I live in France and i always listen to foreign said the same, but in my case France is easier and french are very nice so they try to speak if you dont speak french. Secondly I went to a famous restaurant (Palmenhaus) and I get intoxicated with fish there (not a cheap restaurant). Is sad but I travelled to many countries with totally different culture and I never had this experience. I would like to hear opinions about this.
