Virginia driver's license - 2nd proof of identity (Washington, D.C.)

Hello,
I have been doing quite a bit of research on how to obtain a driver's license in Virginia.
I will be arriving in VA withhin two weeks, with an international passport, E2 Visa and I-94, but the real challenge seems to be to present a secondary proof of identity. I will also get an SSN but since I am a new resident they won't accept that as secondary proof.
Who experienced the same challenge and what was the solution to the challenge?
