Baby delivery in Canada/South Africa?

Hi all! I am a US citizen living in Tanzania. My husband-to-be and I are expecting a little one this summer and are trying to decide where we'll ultimately go for the delivery.

I have international healthcare which will cover me anywhere except the US. The US is (probably obviously) prohibitively expensive without insurance. We're thinking either Canada or South Africa would be good options, but wanted to ask your advice.

Canada would be ideal as it's so close to home and it would be easy to travel to/from, but in doing research I understand non-residents are discouraged from going there for delivery because it's seen as a) an abuse of the public healthcare system and b) opportunistic due to birth right citizenship which has attracted birth tourism. It sounds like it's maybe it's even illegal for hospitals to accept patients who are not Canadian residents...but I'm not positive about this? Also not sure if immigration would allow us to enter at 7 or so months pregnant? Given that I have healthcare that would cover all the costs, would delivering in Canada be a possibility for us?

South Africa is likely our plan B, so just wanted to ask if anyone has had experience delivering in a private hospital? I think we'd mostly likely head to Cape Town.

Is there any other country that you highly recommend? We're open to most anywhere, but outside of SA/Canada, Mexico or somewhere in Europe probably makes most geographic sense.
