Company keeping employees passport

Im just confused. I know this is illegal but I heard in some places, employers tend to keep their foreign employees passport for safe keeping. I don't know what's the point of this move but it bothers me a lot as a person who plan to pursue my career abroad. Can we file a complaint against this to their local police? Is this really happening?
